Regulations

1. Exhibitors may enter and exhibit only 1 entry per class.

2. All goats must check-in at the goat tent between 1:00 and 8:00 pm on Tuesday, August 4, 2009.

3. ADGA show rules will apply for Dairy Goat Classes, where applicable.

4. Each exhibitor must furnish one 3'x5' white panel for each pen desired.

5. No bucks will be shown in the 4-H Goat Show.

6. No horned animals will be allowed to show in the 4-H Goat Show.

7. All wethers shall be debudded and all dairy boer wethers will be weighed upon arrival at the fairgrounds.

8. No animals other than goats will be allowed in the goat barn, unless restrained. Only goats to be exhibited are allowed on the grounds.

9. The Superintendents or Assistants shall individually inspect all animals PRIOR to unloading. Animals penned before such inspection shall be automatically disqualified.

10. Quality Assurance & Ethics Clinic is required for first year members.

11. No paper bedding is allowed in the tent.

12. All animals must be entered in their age group in order to be entered in group classes.

Premiums will be distributed on the basis of a Blue award being valued at 4x, Red award valued at 2x, and a White awards valued at 1x.

REGULATIONS

All birds hatched before Jan. 1, 2009 must be Pullorum Tested (except waterfowl, meat birds, i.e. domesticated fowl that normally swim, such as geese) in a show or exhibition, and have originated from a U.S. Pullorum-Typhoid clean or equivalent hatchery or flock; or have a negative Pullorum-Typhoid test within 90 days prior to exhibition. No testing at the fair. Exhibitor shall show proper information as to name & address of the owner or exhibitor, name and address of the authorized testing agent, date of testing, and number, breed, & species of those tested.

1. A given date in July will be set aside for testing by the superintendents.

2. Attendance of Quality Assurance & Ethics once is required for members showing meat poultry at the show & is highly recommended for all other first year exhibitors.

3. Exhibitors may enter & exhibit only 1 entry per class.

4. All Poultry must check-in between 10am & 8 pm on Tuesday, August 4 & remain until 5 pm on Sunday, August 9. Dairy exhibitors having poultry may remove birds beginning at 4pm on Sunday.

5. Poultry exhibiting signs of disease and/or illness will be disqualified at the discretion of the Superintendent & must be removed from the fairgrounds.

6. Coops will be provided for all entries in the 4-H Poultry Show with the exception of game birds.

7. A meat bird may not be shown in a breeding class & a breeder may not be shown in a meat class. Each bird may be entered in only 1 class.

8. Showmanship exhibitors must be able to give the standards of the breed being exhibited and describe the good & bad points of the bird they are showing.

9. Exhibitors uncertain of the breed of their bird(s) or the standards of a given breed are encouraged to contact the Superintendent before making en­tries.

10. Members must care for their own birds (water & feed). Members must furnish feeding containers for ducks & geese.

11. Trio Productions of 3 female and/or 2 female and 1 male of the same age. Must be laying breed. May be 3 different birds in one cage. May not be used for any other class.

12. Members who auction a meat bird are responsible for processing & delivery of the bird.

REGULATIONS

1. All exhibitors must comply with the 2009 McHenry County 4-H Show regu­lations as stated in the front of the 4-H Fair Book. All exhibitors & parents involved in the 4-H program are expected to conduct them­selves in a positive & courteous manner. Any parent, leader, or spectator interfering with the decision of the judge will be removed from the judging area for the remainder of the day. Judges' decisions regarding the placing of class entries are final.

2. All exhibitors must have an approved green registration sheet with a pic­ture of the horse or pony to be shown on file at the Extension office by May 1, 2009. Pictures of foals must be on file at the Extension office by July 15 of the current year. Please note that no substitution of horses or ponies can be made after the May 1, 2009 deadline. Exhibitors may submit green registration sheets for up to five (5) horses or ponies they could possibly show at the fair. This way, if the animal of preference is unavailable at the time of the fair due to illness, injury, or other circumstance, the 4-H'er would still be able to exhibit at the fair.

3. All exhibitors must have attended TWO committee approved horse project clinics this year. All members showing in NOVICE Classes at the fair must attend ONE of the weeknight warm ups with their Green Sheeted horse/pony this year in order to show at the fair. The weeknight warm ups do not count as an approved clinic.

4. All classes must be pre-registered by June 5, 2009.

5. Proof of negative Coggins Test conducted within last 12 months is re­quired for all horses & ponies 12 months of age & older.

6. All 4-H'ers must present 4-H/FFA Quality Assurance & Ethics clinic cer­tification paper. Ethics will be available on-line after February 1, 2009 to June 9, 2009.

7. Horses or ponies need not be purebred or registered. All classes are open to horses & ponies.

8. The Production Class will be judged 40% on conformation & grooming and 60% on showmanship. No stallions will be allowed in any other classes. The project animal is to be handled in the ring by the project member. The mare & a handler will also be allowed in the ring.

9. Appropriate attire & tack are required in all classes. Western tack & apparel in speed classes. Helmets are required WhENEVER MOUNTED OR DRIVING ON THE FAIRGROUNDS. This includes not only all mounted English classes, but also mounted western, speed, AND COSTUME classes. Approved protective head gear with a safety harness must meet ASTM/SEI standards.

10. 4-H'ers are expected to do some of the physical care & responsibility of their project animal.

11. Horse/pony must be serviceably sound for horsemanship, equitation, & performance classes or they will be excused from the ring. Potentially dangerous horses/ponies will be dismissed from the fairgrounds. The judge's or show committee's decision is final.

12.
One minute will be allowed between classes to enter the show ring. Exhibitors must notify the show office of tack changes at least 2 classes in advance. Five minute limit for tack changes.

13. No 4-H horses or ponies will be allowed to remain overnight on the fair­grounds.

14. A 4-H member with more than 1 horse in any class will receive only 1 placing for that class.

15. In a championship class, a horse may be shown by only 1 handler. A shared horse/pony may be shown by only one handler in a championship class. A shared horse/pony may not be used more than once in any class.

16. The 4-H Horse Show will be governed by "Guidelines for Junior Horse Shows", which can be found at: http://www.aces.uiuc.edu/vista/pdf_pubs/horsguid. University of Illinois Extension & McHenry Co. 4-H Horse Committee rules will pre­vail. Decision of show committee is final.

17. Show management has the right to revise classes or show schedule as necessary.

18. Ground Judging (Interview Grading) will be based on:

a. Grooming

b. Cleanliness & safety (condition) of tack

c. Appearance (general health) of exhibit

d. Hoof care & knowledge

e. Questions from "Horses & Horsemanship" & "Horse Science" or Horse Level 1, 2, 3, 4 or 5 (books available at Extension office).

19. 4-H horse & pony projects shall be judged on the basis of the member's ability to train, groom, & show the animal, disregarding the individual worth of the horse/pony.

20. An animal prone to kicking must wear a red ribbon in its tail.

21. Headers/Handlers are allowed to stand at horse's head during the line up for driving classes. Passengers over 18 are allowed.

22. If needed, an adult may lead an entry on foot in the costume class but may not be part of the costume. Helmets are required if the 4-Her is riding or driving the entry.

23. The required "Permission to Participate" form must be signed by the project member's parent or guardian & be turned into the Extension office by May 1, 2009.

24. For speed classes, no T-shirts, or tank tops will be allowed. A button up shirt with a collar is required. Shirts may be sleeveless, short or long sleeve.

25. Competitors may enter Beginner OR Advanced Equitation over Fences, not both divisions.

Novice Qualifications: Novice classes are only open to BEGINNER exhibitors who have not shown more than 2 years in the 4-H Horse Project. Novice exhibi­tors may show only in novice showmanship, novice equitation, novice horsemanship, ground judg­ing, trail, novice pleasure, costume, intro level test #1 dressage and driving. Novice classes are walk/trot only. Those showing in Novice Classes must attend one of the weeknight warm ups this year with their green-sheeted horse.

· Each exhibitor must present the 4-H/FFA Quality Assurance and Ethics completion certificate to the Extension Office before July 1. (web site for training will be up around February-watch newsletter)

· Each exhibitor must attend Two Clinics.

· Exhibitors must have attended 4-H or 4-H approved training classes in order to show at the Dog show. Proof of attendance is required.

· A minimum of 50% of the training classes must be met. This applies to obedience as well as to showmanship.

· Exceptions can be made for college students.

· If attending private training classes, the Non 4-H Class Registration form, shot/heartworm records, behavior profile, and the proper training fees must be turned into the Extension Office by Monday, March 2, 2009.

· A copy of the dog's health records should include proof of rabies, DHPP & bordetela. A negative heartworm test must also be included. Dogs must be free from any communicable disease including fleas and parasites.

· Dogs must be trained by the exhibitor for the duration of the project.

· Dogs must belong to the exhibitor or immediate family, or the exhibitor must have completed the Permission to Train/Lease Agreement form, submit photos as indicated on the lease agreement form, as well as other required papers to the Extension Office by Monday, March 2, 2009.

· NO ENROLLMENT FORMS WILL BE ACCEPTED WITHOUR PAYMENT, A COPY OF YOUR DOG'S SHOT RECORD OR BEHAVIOR PROFILE. THESE FORMS MUST BE ON FILE WITH THE EXTENSION OFFICE BY MONDAY, MARCH 2, 2009.

3. Dogs do not have to be AKC registered or purebred to show in the 4-H show. The Illinois 4-H scorecard will be used for scoring.

4. Dogs must be crated or on a leash at all times when at the Fun Match and 4-H Dog Show.

5. Uncontrollable dogs will be asked to leave.

6. Exhibitors are required to clean up after their dogs. NO EXCEPTION!

7. Equipment:

· All dogs exhibited in Obedience must have a regulation collar of the correct size.

· A six loot lead is required for all beginner obedience classes.

· Prong collars are not allowed at the Fun Match or 4-H Dog Show.

· All dogs exhibited in Showmanship classes must have a regulation lead.

8. There will be no "Exhibition Only" entries the day of the show for obedience and showmanship.

9. Special circumstances not covered by these rules will be decided by the 4-H Dog Committee. Committee decisions are final.

10. ALL DOGS WILL BE JUDGED ON GROOMING.

11. No hybrid or wolf crosses will be allowed.

12. All parents are encouraged to stay during classes.

Dog Obedience Regulations

1. A dog cannot be shown in a class more than 1 year, except for advanced novice, open, & utility. Exhibitors may show for 2 years in advanced novice, providing the dog does not have a CDX or qualified for a leg on a CDX, Open & Utility exhibitors can show for 3 years in these classes (See Rule 2 for exceptions).;

2. AKC rules will be used for judging. If a dog has 3 qualifying scores for a degree prior to 6 months of the State Fair 4-H Dog show, it must be shown in the next highest class (Open & Utility dogs see Rule 1 for exceptions). The only exception is Beginner II obedience, in which an in experienced handler may show an experienced dog.

3. To be eligible for State Fair:

· Youth must be 4-H age 10 as of September 1 of the current 4-H year.

· The dog must have a score of 50% or more of the available points for each exercise on the score sheet, have a final score of at least 150 points for classes of Beginner I, Beginner II, & Graduate Beginner; have a final score of at least 170 points for classes of Novice, Advance Novice, Open & Utility; and

· Must receive a qualifying score at the McHenry Count 4-H Dog Show & have the score sheet signed by the judge; or submit to the Extension Office by July 1 a signed & dated qualifying score sheet from the judge of an AKC Obedience Trial.

4. During the judging of the Fun Match, exhibitors will show in the order listed in the program. At the 4-H show, this order will be reversed. If you need to show out of order, contact a superintendent prior to the start of judging.

5. The premiums awarded will be determined solely by the score at the McHenry County 4-H Dog Show.

6. All dogs will be judged for grooming.

Dog Showmanship Regulations

1. Exhibitors will be judged on handling skills, knowledge of breed standards, dog show terminology, & elementary dog anatomy. Dogs will be judged on general health, cleanliness, and grooming.

2. Open to any exhibitor who enrolled in the dog project & has satisfactorily completed approved showmanship training classes.

3. Novice is for exhibitors who have not won a Grand or Reserve Grand Champion in a 4-H competition or won three (3) first places in AKC shows/matches.

4. Only the Grand Champion Junior & Grand Champion Senior from the 4-H Dog Show are eligible for State Fair.

5. All dogs will be judged for grooming.

Dog Care & Grooming

Exhibitor will be judged on knowledge of his or her dog's health, care & grooming. The exhibitor will demonstrate grooming skills, identify parts of a dog or answer questions about the dog breeds. Health certificates as set fort in General Regulations #8 apply, & must e turned into the Extension Office by July 1.

  1. Handler and dog must have completed a Graduate Beginner class.
  2. The event is a time event. Timing is only used for placements in case of a tie.
  3. Dog and handler must be able to execute basic commands; heel on loose leash, sit, down, stand, stay, come. All general regulations apply
