EXPLORERS

In January Explorer 4-Hers made plans to restore the Nelson Rock Gardens in April. They will mulch flower beds, sweep sidewalks, and pick up trash and sticks. The Decatur Park District thought it would be a great idea. It will be a goal met for the club this year and a great way to show the community we care. We are also going to have a mystery party. Club members will get to solve the mystery while eating lunch. April will be a busy month for the Explorers 4-H Club.

Ember Workman, Reporter

4-H Visual Arts; Let's Talk about Copyright

As you begin to work on your 4-H visual arts projects for this year, the Visual Arts Committee would like to point out the importance of creating original works.

In the 2008 Macon County 4-H Show Book originality is addressed this way:

Articles made using patterns or pictures from magazines as starting points are not acceptable for any Visual Arts classes unless entered in the Non-Original Class–which is Not State Fair eligible.

Kits and pre-formed molds are not considered original and will not be considered for any Visual Arts class besides the Non-Original Class.

Team, school and 4-H logos are not original and are copyrighted. Therefore, all artwork with logos will be disqualified from competition.

Combining parts of different patterns with the member's own ideas can result in an original design, but simply changing the color, pattern or size of a pattern does not make the design original.

In addition, if a design source was used; photo, sketch or other idea source, the exhibitor must bring it along to project judging and be prepared to explain how and where the idea came from. Design sources should be created by the exhibitor.

For more questions about exhibiting 4-H visual arts projects please visit the 2008 Show Book on the web at:
http://web.extension.uiuc.edu/macon/4hyouth.html Or, call the Extension Office at 877. 6042 if you have questions.

New Livestock Regulations Announced

As you may know,it was required last yearthat all Illinois fairgrounds and exhibit locations be registered and receive a premises identification number.

That requirement has now been extended by the Illinois Department of Agriculture -- A Livestock Premises Identification number will be required for exhibition at ALL 2008 county, state, 4-H and FFA fairs in Illinois. A Premises ID number isrequired for entry of any animal for these shows and will be required on the State Fair entry forms for Jr. and Open shows for each animal.

This applies to all livestock, fowl, horses and poultry -- including beef, sheep, swine, dairy, goats, poultry, rabbits, horses, and exotic hoof stock (i.e. llamas).

The Premises ID number is for the location where the animals are produced and/or raised. If that is a family farm, then one Premises ID number is needed for that location and can be placed on any of the 4-H/FFA members' entries that are on thatfarm. If a member boards their horse/livestock at another location, the owner of that stable/facility must apply for a Premises Identification Number and that number needs to be placed on all entries. This includes leased horses (or other leased animals, if allowed bylocal 4-H, FFA or countyshows). Entries that do not include valid Premise Identification Numbers are not to be allowed to exhibit.

A short piece, Guidelines for Illinois Livestock Premises Registration Requirements for 2008 Exhibition from the Illinois Department of Agriculture,is attached. Additional information can be found on the Illinois DoA website, (http://www.agr.state.il.us/premiseid/) including a leaflet entitled Premises Identification and Animal ID: Setting the Record Straight. Owners of premises that house animals may register for their identification number on-line at that site OR by calling 1-866-299-9256 for a paper form. If on-line registration is used, the identification number will be issued immediately (Owners need to keep track of the number!!); if a paper form is mailed in, plan to allow 3-4 weeks to be issued a number.

The website will also be linked to the Illinois State Fair website in the next few weeks to serve as a reminder that all exhibitors must have access to premises identification numbers for their animals prior to entry.

Questions should be directed to Jim Kunkle, Manager of Emergency Programs, Animal Identification Administrator at the Illinois Department of Agriculture, (217) 785-4740, jim.kunkle@illinois.gov. Macon County 4-H Beef Superintendent, Cheryl Day is also available for questions at cday@iadd.info.

The State Fair Jr. Department Livestock Advisory Committee suggests that 4-H and FFA exhibitors be encouraged to register their family farms now to avoid a backlog in the spring/summer months. It is also suggested that individuals who house their animals at other locations begin to encourage the owners of those facilities to register now as well.

Pay Attention Poultry Exhibitors! New Rules for 2008!

For the first year Poultry exhibitors will be required to take the Quality Assurance & Ethics Certification Training in order to exhibit at the State Fair. This is not a requirement at the county level. Please refer to the directions on the opposing page on Ethics Training to retain your State Fair eligibility.

A Rabbit Tattoo and Poultry testing will be scheduled for late April/Early May. All animals needing this requirement can come to the Fairgrounds and we will make sure you get the proper test or identifying marks. The Extension Office covers the cost. Please look to the April newsletter for information.

Finally, in previous years poultry exhibitors were required to provide a health certificate at the county level to show their birds. This year, a veterinarian will be available to certify your birds at the Rabbit Tattoo/Poultry testing. A small fee may be involved, but we will split the cost of the vet.

Ethics Training - a must for all Livestock exhibitors!

Completion of the Quality Assurance and Ethics Training is mandatory for all State Fair exhibitors in the beef, dairy, horse, sheep, swine, goat and poultry classes. 4-H members requiring QAEC training will have the opportunity to complete this requirement to exhibit at the 2008 Illinois State Fair on the web. The website will allow exhibiters to move easily between the six different modules and will not require downloading additional software.

In 2007, goats were added as a new species requiring certification. For 2008 the category of "poultry" has been added to the website. All exhibitors planning to exhibit in this category at State Fair are now required to complete the certification. The State Fair Jr. Horse Show exhibitors must complete certification prior to June 9; exhibitors in beef, sheep, swine, dairy, goats, and poultry must complete the certification before the July 1 deadline.

The web certification will be the only approved method for 2008 and future years as approved by the Illinois State Fair Junior Livestock Advisory Committee. The movement to the website was a result of requests by parents and participants because of busy schedules and conflicts with other activities when clinics were scheduled, according to Dave Seibert, Animal Systems Educator with University of Illinois Extension.

Participants are required to only take the training once for the Illinois State Fair. Those who have previously taken the QAEC training are still maintained on the approved list and will not need to be re-certified.

To complete your QAEC training, please visit the website at: http://web.extension.uiuc.edu/qaec/. If you do not have access to a computer, please contact the Extension Office and we will make arrangements for you to complete your certification.
