Summer is in full swing, and 4-H activities are going strong. Thank you to all who wrote letters, cards, made calls, etc., to get our state funds reinstated — it worked! Thanks for all your support. You made a difference.
I hope you are participating in activities with your 4-H club, and in county and state events, too. The 4-H Pet Show, 4-H General Show, and the Fulton County Fair will be here soon!
If you want to be eligible for 4-H Awards that are presented at the Achievement Program in November, be sure to get your award application forms turned in to the Extension Office by August 25th. State Fair Parking Passes
State Fair one-day parking passes are on sale at the Extension Office for $4.00 each, while supplies last. These will not be mailed automatically to any exhibitors. If you want parking passes, send $4.00 per day to the Extension Office, and let us know which days you need passes for, as they are dated. Also, we have available $1 general admission tickets, also while supplies last. General admission for those 12 and under is free.
We cannot hold tickets or parking passes without payment, because in past years, some people never paid, and we were left with tickets and passes we could have sold to other people.
To County Fair Beef Exhibitors
Beef Stall Set-Up at County Fair
Again this year at County Fair, Beef exhibitors will be allowed to come to the fairgrounds and prepare/bed their stalls on Sunday evening, July 20th, between 5:00 and 9:00 p.m. Do not bring animals at that time, only bedding materials, etc. There will be NO bedding/preparing of stalls on Monday, July 21st, until 2 p.m. Do not arrive before that time.
This rule applies to EVERYONE.
4-H Award Applications Are Due August 25
Award applications are due August 25 in the Extension Office by 4:30 p.m., and late applications will not be judged at all.
Check with your leader or the Extension Office if you have questions about these forms. Award Application forms may be picked up at the Extension Office at any time. A packet of sample forms will be sent to key leaders in early July, but feel free to come and pick up forms before that time if you wish. Rules and guidelines for completing Award Applications are found in the back section of the 4-H Show Book.
4-H General Show Day, July 5th
The 4-H General Show will be held on Saturday, July 5, at the air-conditioned gym at Living Springs Camp. This is located off of Route 97, just north of Lewistown. There is a large sign on the road that shows where to turn. After you turn off the highway, follow the road until you reach the campgrounds. The gym will be on your left. Call us at 547-3711 if you need more details.
All projects will be judged in the afternoon. The projects must arrive by 12:45 p.m. Judging will begin at 1 p.m.
Projects will be released as soon as the judging in that area is completed. No projects can be released until the Best of Show and State Fair Delegates are selected for that particular project area.
For a list of the projects judged at 4-H General Show, please refer to the May/June 4-H Newsletter, or call the Extension Office at 547-3711.
If you cannot be with your project at General Show Day, you may have someone else bring it. In that case, it is a good idea to write a paragraph and attach it to your project. Tell how you made your project, and what you learned from completing it.

Official 4-H Horse Show
There will be a foodstand at the Official 4-H Horse Show, to be held Saturday, August 2nd, at Pee Wee Lynch's arena, near Fiatt.
Also available at both the Fun 4-H Horse Show and the Official 4-H Horse Show will be a photographer taking pictures, with packages for sale. This will be coordinated by the Country Bloopers 4-H Club. See Sandi Long or Jen, at the Horse Shows, if you are interested in purchasing any picture packages.

State Fair Non-Livestock Info
Conference judging will return to this year's State Fair Junior Show Non-Livestock areas. That means that if your non-livestock project is selected for State Fair, and you choose for it to go, you must go with it. You will bring it home that same day. If you cannot go, the opportunity is passed to the next alternate in line.
There will be no written reports required with projects, except for the Electricity projects or any others that have a report within their requirements. To have your non-livestock project exhibited at State Fair, it must be selected as a State Fair Delegate at one of our 4-H Shows in 2008, and the member must be at least 10 years old as of 9/1/07. At State Fair, a 4-H member may exhibit ONE action-oriented exhibit from the following: fashion revue, bicycle rodeo, public presentation, food demonstration, and performance showcase; AND ONE conference-judged exhibit.
Fulton County's day at the State Fair for MOST non-livestock projects is Thursday, August 14 --(Exception: Saturday, August 16 -- Bicycle Rodeo). Those selected will be sent a mailing, telling all the details -- time, location, etc.
4-H Can Make a Difference — Food Drive at State Fair — Please bring non-perishable food items to State Fair when you go, and deposit them in the 4-H Can Make a Difference receptacles located at each of the entrance gates, to help needy families across Illinois!
More State Fair Opportunities — The Illinois Department of Natural Resources' Division of Education is initiating a recycling project in Conservation World at the Illinois State Fair this year. They are looking for youth groups to staff the 10 recycling locations as a community service volunteer project. Students will be monitoring the bins and working to educate the public about recycling. The State Fair will be held from August 8-17, and they need volunteers for each day, 10 a.m. through 7 p.m. If your 4-H club is interested in helping, contact Valerie Keener at 217-785-0973, or email valerie.keener@illinois.gov

Extension Office Hours
The Fulton County Extension Office is open Monday through Friday, 8 a.m. to 4:30 p.m. It is closed during the lunch hour, 12 noon to 1 p.m. The answering machine is left on when we are out of the office, or when we are away from the phone. Our office is located in the lower level of the Farm Bureau Building, on the north edge of Lewistown.

Great New Community Service Idea...
A committee organized through the Prairie Hills Resource Conservation and Development Office has an exciting new project. Prairie Hills R.E.A.D.Y. Bus, which stands for Reaching, Educating and Developing Youth, is striving to reduce illiteracy throughout Fulton, Hancock, Henderson, Knox, McDonough, and Warren Counties. This program will provide children, pre-school through eighth grade, educational presentations on conservation, wildlife habitat, and environmental issues, and will give them a free book of their choice. The bus will travel to various events such as children's camps, summer reading programs, Bible Schools, county fairs, disability camps, day cares, schools, and other organizations. The committee has purchased and repainted a used school bus, and is building shelves in it, and stocking it with all kinds of children's books, new or gently used. These books can be any topic, for various ages of children (pre-school through eighth grade). Your 4-H clubs and other groups are invited to help with this project by gathering and donating new or gently used children's books to fill the R.E.A.D.Y. Bus. If you would like to donate children's books, bring them to the Fulton County Farm Bureau Office.

2008 Exhibition Livestock Health Requirements for County Fairs
GENERAL REQUIREMENTS
1. Exhibitors are required to familiarize themselves with all rules applicable to their exhibits.
2. All out-of-state animals shall require an entry permit. Permits are available 24 hours a day, seven days a week by calling (217) 782-4944.
3. All animals, except as noted, shall be accompanied by a Certificate of Veterinary Inspection (CVI) which shows that the animal meets all health requirements for the State of Illinois. CVIs shall be made available to Bureau of Animal Health Personnel on request. CVI means a legible record made on an official form from the state of origin which has been issued, signed and dated by an accredited veterinarian and which shows the name and address of the animal's owner or exhibitor and the results of all required tests or vaccinations. A CVI shall list only one animal identification per line; shall be presented on the form on which it was initially issued; and shall not be corrected, changed or altered in any manner. A more common term for CVIs is "health papers."
4. All animals shall be officially identified. The animal's official identification shall be recorded on the CVI.
5. If animals are from tuberculosis accredited, brucellosis certified, pseudorabies qualified, or brucellosis validated herds, the identifying herd number(s) along with the date of the last herd test(s) shall appear on the CVI.
6. CVI for out-of-state livestock shall be void thirty (30) days after issuance.
7. CVI for Illinois-origin livestock shall be void ninety (90) days after issuance.
8. All livestock shall be subject to examination upon entry to any Illinois fair or exhibition. Any animal showing evidence of infectious, contagious or communicable diseases shall be immediately withdrawn and held in quarantine at the owner's risk and expense until properly treated and recovered, or until the animal is released to return to the owner's premise. Any livestock infected with scabies, mange, active lesions of ringworm, soremouth, or multiple warts which are easily visible without close examination shall not be permitted to exhibit and are subject to quarantine or removal from the fairgrounds.
9. Illinois Department of Agriculture personnel or designee may collect blood, tissue, milk or urine samples from any animal being exhibited and/or raced at any Illinois fair to test for the presence of illegal drugs or banned substances. New examination techniques, such as ultrasound, may also be used at anytime while the animals are on the grounds of any Illinois fair or exhibit. The Illinois Department of Agriculture or designee may collect urine, blood, tissue or other test samples from exhibition animals at the time of slaughter.
10. All exhibitors of animals at any Illinois fair or exhibition shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animals(s) will be excused from exhibition and ordered removed from the grounds with all awards being forfeited. Any practice or deviation from normal, accepted care, including physical, medical or mechanical application, shall constitute a violation of show rules and may result in the animal's(s') disqualification and removal from the fairgrounds.
11. Any Illinois cattle, bison, cervidae or goats being exhibited in non-accredited free states must be isolated from the remainder of the herd/flock upon return to Illinois and retested for tuberculosis 60-120- days post-entry.
CATTLE
Identification
Individual identification of each animal shall be either a fully healed and legible tattoo, official metal ear tag, registration number (can only be used if the tattoo is recorded on the registration certificate or for breeds where pictures are acceptable), or individual brands, if brand is recorded on the registration certificate.
Illinois Cattle
Illinois calves under 6 months of age, and Illinois steers are not required to have a Certificate of Veterinary Inspection.

SWINE
Illinois Swine
Identification
1. Swine shall be identified by an official ear tag, tattoo or recognized breed ear notch.
2. Ear notch identification is acceptable for barrows, crossbred gilts and breeding swine.
Pseudorabies
1. Swine of all ages shall be negative to an official test for pseudorabies conducted within 90 days prior to exhibition; or swine shall originate immediately and directly from a qualified pseudorabies negative herd.
2. Barrows and females in market classes must meet the same requirements as breeding swine.

SHEEP
Identification
Individual identification of each animal shall be by an ear tattoo or official metal or plastic tag. A microchip ID is acceptable if the owner provides the reader. Ear tattoos may be used when a registration certificate, listing the tattoo number, accompanies the animal. When using ear tags, the tag must indicate the premises ID and state of origin. The tag number must be assigned by a state or APHIS representative and recorded in the Scrapie Record Database.
Market Lambs — All wethers must be slick shorn (show ring ready) before weigh-in so that show lamb fungus can be identified.
Illinois Sheep
1. Sheep originating from a flock that has previously been classified as either an infected or source flock can be exhibited in Illinois upon the completion of an approved flock plan.
2. For any animal born after 1/1/2002, the CVI must include the flock of birth and the flock or origin, if different.

GOATS

Ears should be used for tattooing when possible. If there is no space in the ear, the flank or tail fold may be used.

HORSES, PONIES, MULES AND OTHER EQUIDAE
Illinois Equine
1. All horses and other equidae, twelve (12) months of age and older attending an advertised equine event, shall be accompanied by a negative test for equine infectious anemia (EIA) conducted within the last twelve (12) months. A copy of this test shall accompany the animal.
2. AGID (Coggins) or ELISA tests are accepted.
3. An advertised equine event means a show, rodeo, sale, auction, exhibition, trail ride or horse fair that is posted or media promoted.
4. A CVI is not required for Illinois equine.

POULTRY
1. All entries (except waterfowl, i.e. domesticated fowl that normally swim, such as ducks and geese) in a show or exhibition shall have originated from a U.S. Pullorum-Typhoid Clean or equivalent hatchery or flock OR have a negative pullorum-typhoid test within 90 days prior to exhibition. Exhibitor shall show proper information as to name and address of owner or exhibitor, name and address of the authorized testing agent, date of the testing and the number, breed and species of those tested.
2. Prior to being used to transport poultry, all crates, boxes, containers and vehicles shall be thoroughly cleaned and disinfected.
3. Any poultry vaccinations must be performed at least 4 weeks prior to delivery to the show.
4. Upon admission to a show, all entries shall be examined by the official county fair veterinarian or qualified state personnel who shall also receive and examine all certificates necessary for admission of birds to a show. Birds not in show condition will be excused from exhibition and removed from the premises. Any fowl showing signs of illness during the fair will be removed from the exhibition grounds.
5. All out-of-state turkeys must originate from flocks that are officially classified as U.S. Mycoplasma Gallisepticum Clean in accordance with the provisions of the National Poultry Improvement Plan or be negative to a test for Mycoplasma Gallisepticum within 30 days prior to entry.
6. A permit is also required for out-of-state poultry. A permit may be obtained by calling (217) 782-4944.
Exotic Newcastle Disease
Illinois prohibits the importation of all members of the avian species or avian products that have originated from or been transported through any area where Exotic Newcastle Disease has been diagnosed and is under quarantine by any state, federal or tribal agency.
RABBITS
Rabbits do not require a Certificate of Veterinary Inspection, but should only be exhibited if they are healthy and free of disease.

Illinois State Fair
CERTIFICATES OF VETERINARY INSPECTION AND/OR TEST RECORDS MUST BE AVAILABLE FOR INSPECTION AT ANY TIME WHILE ANIMALS ARE ON THE FAIRGROUNDS.
GENERAL REQUIREMENTS
Health Certificate of Veterinary Inspection:
The term "Health Certificate" or "Certificate of Veterinary Inspection" (CVI) means a legible record, made on an official form of the state of origin, issued by an accredited veterinarian, which shows that the animals listed thereon meet the health requirements of the state of destination.
A Certificate of Veterinary Inspection (CVI):
1. Must accompany animals, except as noted, and be available on request by Animal Health Officials;
2. All out-of-state animals shall require an entry permit. Permits are available 24 hours a day, seven days a week by calling (217) 782-4944.
3. Must show results of required tests and/or vaccinations;
4. Must show name and address of owner or exhibitor;
5. Must be dated and signed by an accredited veterinarian;
6. Must show only one (1) identification per line on the CVI; and
7. Must show the official identification of each animal.
8. For out-of-state livestock, a CVI shall be void thirty (30) days after issuance.
9. For Illinois origin livestock, a CVI shall be void ninety (90) days after issuance.
If animals are from tuberculosis accredited, brucellosis certified, pseudorabies qualified, or brucellosis validated herds, the identifying herd number(s) along with the date of the last herd test(s) shall appear on the CVI.
Note: No Corrections or Additions will be allowed on a Certificate of Veterinary Inspection.
Any Illinois cattle, bison, cervidae or goats being exhibited in non-accredited free states must be isolated from the remainder of the herd/flock upon return to Illinois and retested for tuberculosis 60-120 days post entry.
Animals with active lesions of ringworm with resulting loss of hair, soremouth, caseous lymphadenitis or multiple warts easily visible without close examination will not be permitted to exhibit. Animals infested with scabies or mange will not be permitted to exhibit.
As a condition of entry in Illinois State Fair events, all exhibitors agree to cooperate fully with testing protocols including ultrasound. Department personnel may collect blood, tissue, milk or urine samples from any animal being exhibited and/or raced at any Illinois Fair to test for the presence of any substances, practices or other adulterants which may give the animal a competitive advantage. The Illinois Department of Agriculture may also collect blood, tissue or other test samples from exhibition animals at the time of slaughter.
Market animals (steers, barrows, wethers) at the Illinois State Fair must meet the requirements regarding drug withdrawal and eligibility for slaughter. If any therapeutic drugs are used just prior to the fair, they must have a withdrawal time such that they are slaughter eligible by the time they arrive at the fairgrounds.
Upon entry to the Illinois State Fairgrounds, no person shall administer internally or externally any medication or drug, including prescription and non-prescription, unless prior written authorization is received from the State Veterinarian's Office. Any medication or drug administered without written authorization or in an unauthorized dosage constitutes a violation of show rules, and all premiums and awards from all shows for the owner, exhibitor and/or trainer will be withheld.
All exhibitors of animals at any Illinois Fair shall comply with the provisions of the Illinois Humane Care for Animals Act. If violations are observed, the animal(s) will be excused from exhibition and be ordered removed from the grounds with all awards and premiums being forfeited.
Any practice or deviation from normal, accepted care, including physical or mechanical application, will constitute a violation of show rules and is subject to the above provisions.
