The Clinton County Extension Council is an advisory board consisting of Clinton County residents. Members represent diverse interests in the county including agriculture, horticulture, education, finance, business, food, nutrition & wellness, and many more. The purpose of the Council is to serve as an advisory body. Members assist Extension staff in planning, promoting, developing, implementing, and evaluating Extension programs designed to meet the needs, interests and resources of the community.
Council Member Responsibilities
Assist in setting program/audience priorities
Provide for involvement of local people in the development of programs that help people in targeted groups achieve their objectives
Help with program delivery and program evaluation
Recruit possible resources – financial and human
Serve as a formal liaison between the public and Extension
Help determine committee structure needed to develop and deliver Extension education in the local Unit
University of Illinois Extension Council for Clinton County meets quarterly at the Extension office on the second Monday of the designated month.

EXTENSION COUNCIL MINUTES
April 2008
The meeting was called to order by Chairman Dave Ratermann.
Present at the Meeting were Dave Ratermann, Toots Tebbe, Jeff Kliebocker, Jerry Albers, Jerome Ripperda, Steve Netemeyer, Lois Clark, Karen Schumacher, Jen Heinzmann, Tom James, and LaDean Scheurer.
Minutes of the previous meeting were read. It was determined that Steve Netemeyer was not at the last meeting.
Motion to approved the minutes with one correction was made by Tom James and seconded by Jerome Ripperda. Motion carried.
Financial report was read.
Steve Netemeyer made a motion to accept the Financial report as read, seconded by Lois Clark. Motion carried.
OLD BUSINESS
LaDean mentioned that we have received reimbursement for the 4-H premiums that were paid out last Summer.
Discussion was then held over the budget for next year. The Governor has rolled out a 85% match in his budget for 09. Illinois extension Campus has requested LaDean submit two budgets one with 85% County Board match and the other with 0% match. That way they know there is a proposal to keep things going if the States match does not come through. Council looked at 3 different budgets with no state match. After many questions and concerns the last budget was the best. This held most positions but the down side it took the Directors position to 50% time. The Bond and Clinton County directors would rotate days of work and would run both offices when they are working. Also suggested taking SecIII to 80 % and moving Community worker to 100%. Tom did not like taking Director to 50%, thought other positions should be cut more to make up the Director's salary.
Motion to send last proposal to the State was made by Jeff Kleiboecker, seconded by Lois Clark. Motion carried.
LaDean discussed the information she gave the County Board and the concerns for our County Board Match that has not been released by the State. She thanked Jerry and Jerome for being at the Board meeting and showing their support. Stephanie gave a summary of youth development programs that she is doing in the schools to the County Board. They commented that these are good programs that kids need.
NEW BUSINESS
Council elections are due next meeting. People up for another 2 year term are Lois Clark, Jen Heinzmann, Karen Schumacher, Steve Netemeyer, Mark Steinman.
Those finishing their 2nd term is Dave Ratermann.
It was though we may want to find someone with Hispanic contacts in the County. Rachel Strubhart was mentioned and also Theresa Brefeld both have strong ties to the Hispanic community in the county.
Tom and Toots gave their views on the Springfield trip. This was to lobby for the release of the State money that the Governor has been holding up. Also read a letter from Jeanne Harley Legislative Chair for Extensions Partners about the Legislative days.
Next meeting will be Aug. 11th 2008.
Reports from the Staff were read and accepted by the Council.
We will have Committee meetings right after the next Council meeting.
